They do not need to have a Google account to access the files shared with them. This gives them access to the files but further settings such as editing and veiwing previlage can be set.
3. Public on the Web: Got a file you wish to share on the internet for everyone to download? This will suit that purpose, especially for bloggers. Anyone can access the file, it will be listed on Google search.
